(1) It has to do with their own self confidence
Some with low self confidence don't know how to handle a compliment. Whereas ones with high self confidence smile and are graceous.
(2) it was interpretted as a pick-up line
Again, though, same as previous point. A self respecting and confident girl can just take even bad pick-up lines as a complement of being noticed for some reason or other.
(3) there was an underlying hurt that you weren't aware of and the complement was thus taken as an insult
Sometimes, you don't know the history where someone else might have hurt them in an area close to your comment made.

Perhaps they think the person giving a compliment has bad taste. At any rate, they can't be gracious becuase they ARE most likely snooty.

Unfortunately this frequently happens when the woman believes you are trying to come on to her, and she is not interested. If she liked the guy and the compliment she would react differently.
Try making a compliment and then change the subject before she can reply. Or just make the compliment and then walk away. See if she takes it differently.

In our society we have never been taught on how to accept compliments. Some women have low self esteem and really don't believe what you are telling them anyway. If we say, Yes, I know, people think we are snooty. It is a lose situation anyway you look at it.
When I give a compliment to someone, I just tell them to accept it. lol........

It depends on the circumstances of the compliment. If, for example, the woman has just finished giving a speech at a political event, and the guy tells her how beautiful she looked on stage, she might get annoyed that he didn't say anything about what she SAID. Know this: We like getting complimented on what we do, not just what we look like.
Also, if it sounds like a pick-up line, prepare to get a good smack — and I don't mean in the a-ss.

Well I am a women and I love compliments...Unless they are from a stranger and that stranger is perverted.
We're not all like that......Maybe you should find a new woman.............
