There are a lot of good questions to ask like this, but that don't have exact scripture that answers the question now, for us. My answer, I don't know why God gave him dominion over this earth for now. God limits satans power, and allows him some, yes. (see the book of Job for more on that). As far as what we do have going on, letting satan have some reign for now, isn't totally a bad idea, in the long term, because it allows a situation where we choose either good or evil. If God did away completely with evil ,before it was time, then other things would be in play, etc. His "hell pad", as you put it, will not be a nice place for him at all, and he will be tortured forever, not doing the torturing. He wants humans, the creation of God, to fall the same lie Eve and Adam did, and this time though, lose eternal life, not just physical life. He knows his fate, and is on a massive hunt to bring as many with him as he can. It will be NO party, and he is the father of lies, and actually does a great job deceiving now on the earth. This all is based on thinking, logic, and studying the bible as a whole.

Hell was made for punishment. The only thing satan is going to do there is suffer eternal torment like everyone else that is there. Those who reject God and the gift of his son Jesus choose to follow satan by default and will share his same fate.

Satan is an intruder on this earth. The only power he has is that which he steals through lies and deception. Satan would've destroyed the earth long ago if he had the power to. Satan has no power over men unless it is given by them.

Then He will also say to those on the left hand, "Depart from Me, you cursed, into the everlasting fire prepared for the devil and his angels."

Hell was made for Satan and his demons. Those who choose not to be with God go there also. God won't be torturing anyone there---He won't be there. The permanent separation from God is bad enough.

Satan appears as one of the angels in the court of Yahweh. In the book of Job he appears to be a prosecutor, entrusted with ensuring respect on the earth for the justice and rights of God. Let me warn you however that the book of Job is a fictional story. More than anything else it is a teaching on suffering.

The following is the Catholic Church's teaching on the subject:
"Scripture and the Chruch's Tradition see in this being a fallen angel, called Satan or the devil. (John 8,44; Revelations 12,9) The Church teaches that Satan was at first a good angel made by God". - Catechism of the Catholic Church, 390

"It is a great mystery that providence should permit diabolical activity, but 'we know that in everything God works for the good of those who love him.'" - (Romans 8,28) - Catechism of the Catholic Church, 395

Everyone in Hell will have worms. Read Mark chapter 9. Also they will burn and itch and can't scratch. Many of them will suffer from painful farts.

Atheists in particular will suffer from rotten boils, in addition to everything else.

Hell will be populated by souls that do not believe in Jesus. If you do not believe in Jesus, Jesus is not amused. Also will include sinners.

Hell will exist forever, and will be filled with the sounds of hideous screams and shrieks, not to mention moans and loud angry bitter rants and curses, and horrendous gasps and gargling noises will be heard in every alley and alcove. Everywhere souls in agony will shriek themselves hoarse, there will be no day or night, there will be no pause.

Satan will do the torturing. He himself will not be tortured.

Let me explain the facts: in the pre-creation, before humans existed, Satan, who is the half-cousin of Jesus, was running around trying to make himself popular in Heaven.

The rivalry between Jesus and Satan was intense. Eventually Jesus convinced God to put Satan in charge of a place far away, which was yet to be instituted. So God did that and when the human race was created, Hell began to be populated.

So Satan was in charge of Hell, and at first that made him angry. Out of spite he made Hell into a place of suffering. Then Jesus said "That's fine with me."

Jesus went to earth and came back, he convinced God of another idea: Everyone who doesn't believe in Jesus goes to Hell

The whole thing is a story of rivalry that is intense and gripping. In the final scene, if you've read Revelation, Satan will not only be in charge of Hell, but he will never be able to leave Hell. Jesus will be rid of him.

But let me say this: The Apostle Paul explains that each and every soul is predestined to either Heaven or Hell.

This suggests that the rivalry continues, and the process continues of weeding out all who were sympathetic to Satan in premordial Heaven, so that only those who were sympathetic to Jesus remain. And the human earthly existence is the step wherein it is achieved.

Jesus is also able from time to time to get certain angels exiled to Hell, though they had not gone through the earthly existence.

Read the epistles of Paul as well as the Book of Revelation.

Earth the battle field, God is showing satan and his demons,Man
will choose God as opposed to satan.

Satan can:t be Redeemed,Man can be,and Satan will go as far as God allows,to destroy Man.But he is still a loser

In Muslim point of view, Satan was Gods obedient. but when God created man and told satan to obey man as God's supreme being, Satan said, "I am your supreme being, I am made of fire, how can i accept man (made of clay) as your favorite".
and Satan challenged God that he will not let the man to be God's faithful.
God agreed on it and provided him all the powers he needed to de path man for his quest to the truth.
Its a test for mankind to stay away from stan and his habits.
