They can be sued. There is governmental immunity for some things the police do, and the standard of proof for the plaintiff is very high (higher than for a normal person who is sued), but they can be sued.

The officer would first have to be found negligent. You would go from there. Any accident invloving an officer is investigated.

Anyone can be sued, the question is whether or not you can prove negligence on their part.
If you are seriously injured it is their duty to provide medical transport.

Yes. Provided the injuries were not self-inflicted.
When you are in police custody, the police are responsible for your well-being. The burden of proof switches from you to them (e.g., do they have tapes showing the injuries were self-inflicted?)
If you are in handcuffs, the police are ultimately responsible for everything that happens to you.
