I would suggest layering your clothes.
Underarmour or any undershirt made ENTIRELY of synthetic fibers is good for keeping your body from getting that "clammy" cold/wet feeling once you start to sweat.
Regular sweats (Nike/Addidas/El-Cheapo/who cares?) over the top of the underarmour layer should be okay for most joggers.
I usually wear a light windbreaker over my sweats on really chilly days (G-G-Goretex is actually really quite e-e-effective in b-b-battling the c-c-cold, too).
Wear a beanie-type knit cap.
Wear light synthetic-fiber gloves.
Carry a small towel/rag with you to take care of your nose.

I use to jog in the cold. I wore comfortable clothes and in layers, in case I need to peel something off when I got warm. Toque for the head. When it gets really cold, the biggest problem I had was the bottom of my ears, never found a solution to that. Wear mitts, not fingered gloves. They will keep you warmer if they are not too tight. Remember that you will be warmer when you get going then how you start. Good for you for jogging. It's a great exercise.

I get the cold-air runny nose too and just carry a tissue in my pocket. Dress in warm, loose layers but not too heavy so you get overheated and can't take something off. Something like sweatpants is probably fine, maybe leggings underneath if you are in a really cold area.
I've gone running in the winter in just leggings and could feel my big muscles get cold, even when active...I've worried about doing damage when making cold (literally) muscles run.
Stop by a fitness clothing store in your area if you can and talk to someone in there that can give you tips on how to dress for your area and to best protect those muscles from the cold.
Happy running!

under armour is good. you could also get a scarf of some sort to where over your mouth and nose. My aunt made me a hat type thing with no closed end so i can just slip it up over my mouth or wear it around my neck. If you know how to knit, just knit a hat without a closed top. They also sell a ski mask type thing. Its like a ski mask except the whole eye area is open and there is no mouth hole. you can also wear it as a neck warmer. best of luck!!!!
