It could be food related..if you are feeding her one of the low quality foods such as IAMS/Eukanuba, Pedigree, Alpo, Purina Dog chow, Science Diet, etc..corn, wheat, soy, beet pulp, dyes can all cause skin issues. It can also be from other enviornmental irritants such as carpet cleaners, floor cleaners, etc. Don't give her baths as this will tend to dry her skin and make the problem worse. Even if you don't see fleas it doesn't mean she doesn't have them. Fleas don't live on pets 24/7 they only get on long enough to feed and to lay eggs. In a very sensative dog one flea bite can cause severe reaction.
I recommend getting her into the vet to see if he can find a cause and offer an effective treatment. Also ask him about giving her Benedryl to help releive the itching.

Yep, been there done that. Go buy oatmeal based dog shampoo. And or an anti-itch shampoo. Get dog conditioner that says it has skin conditioner in it not just a coat conditioner.
Use these as directed. It is hard to get a dog rinced completely.
I have a hand held nozzel that I use to get the soap and conditioner off all of the creases and underside. A good rince is very important otherwise you are still going to have an itch dog after another bath. So keep up the rince part for longer than you think it would take, go over board. Not having a good rince is what made the dog itchier after the bath.
I find that the mid prices range shampoos and conditioners work just as well as the pricey ones. But cheapos are best left on the shelf.
Best of luck. Enjoy your bath. Happy New Year.

My great danes were super sensitive to shampoos. Yours may have an allergy. My dogs actually developed lesions from the scratching and then they got staph infections. Try to find a shampoo that is designed for dogs with allergies. I used to put hand lotions on them (which now when I think about it was probably a dumb idea since they would lick it) but it seemed to help them stop scratching. You can find products at the pet store or have the vet recommend treatment/products like I did.

Try using Revolution, it helped a friend of mines chiuhaha that had terrible itching skin. He tried all the special shampoos etc. After the second month dose of Revolution, the dog quit itching and started growing its hair back. It is a good product, treats alot of different parasites.

what types of soaps do you use on your dog? that could be your problem. sometimes it may not be an itch, at times a dogs muscles may tract or retract causing them to scratch just for it to stop, check her by rubbing the small of her back, if she starts to shake or shiver ( very soft) she may need to be taken to a vet, it could be something close to parasites inside and under the skin, not just fleas can make your baby itch. check her out.

She might have allergies. It is surprisingly common in dogs. A very good friend of mine has a Great Dane, and he has to take Benedryl from time to time to help him with his allergies. I wouldn't recommend you give your dog any medication without taking to a vet first!!!

She may have an allergy. My dog did that. She was allergic to something in the grass. We took her to the vet and she gave us something to give her...i can't remember what it was. Try calling your vet and see if she can suggest something.
