Yes you can - you can bring almost anything if you pack it in the luggage you are going to check - that's the luggage that goes under the plane where you cannot get to it.

If you're talking about your carry-on luggage, you can bring your make-up in 3 ounce containers or less, packed in a 1 quart (1 litre) plastic bag, so that it can be inspected by the TSA security personnel.

Separate your dry cosmetics (powder, etc.) from the liquids (gloss, eyeliner, mascara,hairspray, lotion, toothpaste, etc). Put the dry makeup in a bag, toss it in your purse & forget about it.

For liquids, remember the TSA's 3-1-1 rule:
3 ounces or less in a bottle no larger than 3 ounces;
1 - one quart, see through ziplock bag - must be able to close; &
1 - one bag per person

The ziplock bag has to be removed from your carry-on & placed in the plastic carton for x-ray.
