when we got here in germany we were issued a rations card. if we want to buy alcohol, coffee, or tabacco. but unsure on how it works and what things are not rationed by it

yes my husband i both are in the military and it seems like no one is clear on how this whole ration card works. and yes we are rationed for gas we can only get 400 liters a month. depending on the car you drive

I've researched this question on google, and this site is the best that I can find. If I had further information regarding your situation, I would be more than happy to look further for you.
According to this site, it does say that coffee is a rationed item, If you need to I'd contact your higher up and ask them for a list of guidelines!

The 'rationing' is designed to prevent black market activities, people that would buy a whole car load of cigarettes or booze and sell them for a profit outside the base.

I don't know about the flavored coffees. The simplest thing is to ask at the commissary.

Are you in the military? I know my niece gets a ration card for gasoline on base. (it's like a trillion bucks cheaper a gallon than the German economy). Not sure about the coffee though.

the Commissary should have a list of all items that are restricted. if the associates don't know, then they had better be able to lay their hands on the list at a moments' notice.

For us in Japan, it was beer, and designer lable jeans. everything was listed by brand..not just in general terms like beer..
