Safety in Indian railways can be improved by:-
1) Incorporating and using more sophisticated safety devices available
2) Maintaining such devices in well defined and periodic way
3) Providing more facility and giving more training to concerned staff responsible for safety of railways.
4) Staff and personnel working in railways should accept and be ready to take more responsibility and honest approach for this social cause.

As in safety do you mean security if so then ,passengers should be subjected to random searches ,increase the size of their fleet of trains to prevent overcrowding.Update or even better overhaul the complete system and bring it up to the turn of this century and not the last. Their tracks are falling apart because the roadbeds have not been maintained and this is just the tip of the iceberg.

Spend more money for safer systems, better rails, upkeep of trains, then make sure the system is inspected properly by people who won't be paid off to look the other way.
