Loads of different things - some of them contradictory. That is why the policies don't work.

1) Democracy in the Middle East (yes, this really is a goal, even if Bush has been totally wrong-headed in how to bring it about).

2) Oil. This is old fashioned colonialism.

3) An end to terrorism. Again invading Iraq was genuinely supposed to stop this happening, Bush chose the wrong policy.

4) Safety for Israel. Many Americans regard Israel as a natural ally and a democracy.

It is not possible to secure all these things at once. That's why the policies keep failing.

I think the USA government wants oil, much of which lies beneath Muslim countries. The USA has little interest in Muslim countries that don't have oil.
