Around 2030, and I am optimistic. The world needs a real catastrophe to happen before reacting to the global warming effect.

In the first place, why is this question in personal finance? Secondly, global warming is just the latest trend in enviro-facism.
It's nonsense. The earth has been in existance for billions of years. It changes and evolves. When I was a child I was warned of the coming of a second ice age. Didn't happen, won't happen. We couldn't destroy the earth if we tried. So, I'd say the changes you are proposing will happen some time around the year 19,938 P.C. (Post Cher). If you're so concerned about planet earth why don't you try living here with the rest of us.
