gosh, the cad. He wishes to use the master's telephone, during the time that the master pays him, to actually contact his family?? I have never heard of such insolence. He should be given a good flogging, and all his possessions thrown out on to the street, as a warning to the other servants below-stairs not to attempt such cheeky behaviour.

I would have him muck out the stables for two weeks, and take a wire brush to the private parts of the statue in the fountain for his impudence.
James, my man, once suggested that I cease drinking so much brandy. I had the devil banished to the wine cellar, in order to polish and rotate all the bottles.

He should technically be serving the champagne slightly before midnight leaving some time for the phone call.

Of course he should ring his ageing mother. However, if this interferes with his duties he should be flogged.
As a SPECIAL treat for him you could allow him to call his mother AFTER he has served the champagne. Say about 12.30.
You are TOO good to him. ;0)

T he nerve of him gosh good service is hard to find these days i say fire him if he can not do his job why should he get a reward you give these poor people a nice cushy easy job away from their squalor and they are still not happy

Why don't you stamp your authority down with a demonstration of your power and might by having his dear old mother executed.. thus putting him in his place and negates the need of the phone call.. Mmwaahahaha (evil plan laugh)
