A small atoll in the south pacific, West of the international date line; The first major country to celebrate NYE is New Zealand; The first inhabited continent is Australia; The first highly populated city is Wellington, New Zealand; The first person to celebrate New Year's Day would be off the Eastern banks of the following island on a boat.
The answer is Kiribati: qoute "In 1995 Kiribati unilaterally moved the International Date Line to include its easternmost islands, making it the same day throughout the country." Therefore they are the first people to celebrate New Years Day. To verify, click the link provided by the person who says it is Kiribati :)

More accurately, it is Caroline Island (the most far eastern island in the region), which changed name to Millenium Island after NYE 2000. Before 2000 it was (apparently) uninhabited.

It would be the closest east of the 180 degree longitude which
is the international date line. That is where the first day starts.

I reckon at this moment in time (cos they around 12 hours ahead of us Brits), there are people in some small islands just east of New Zealand (& in New Zealand itself) who have just ushered in 2007. Happy New Year to you all!!!
