normally that black cloth is a hood going over the entire head. Saddam did not want the hood over his head. The hood protects the witnesses from seeing too gross sight of the neck being stretched and broken as well as facial distortion. Saddam did not want to wear the hood, so the hangman just hid his neck from view.
If the hangman measures the rope length wrong - Saddam could have been decapitated or on to short of a rope his neck would not have broken and he would be conscious threw the gagging process until he died.

The black cloth kept the rope from biting in so deep that his head would come off. That happens sometimes when a person is hung.
I doubt it had anything to do with any concerns for his family, and it certainly WASN'T a hood. Saddam chose a hoodless execution.
Anyways, good question. The black cloth kept his head from popping off during the hanging. That's all it was for.

Near as I understand they always put a cloth around the neck for hanging because of humanitarianism reasons. Relatives don't want to have to view a loved ones body that has big skin burns from the rope on the neck.

A Black Cloth has always been put on people when they are hung it's been like this for Centuries even in the Salem Witch Hangings they did the same thing

They said it was to help so that the rope doesn't snap his head off. The force of a jerk on the neck could cause the head to come off completely but also to prevent massive looking burns on his neck which seemed to have happened anyway.

The cloth was to prevent ligature marks being too prominent on the body, as noted above. More for the relatives than anything else.
However he did not wear a hood, he was offered and refused one.

To cover up what happens to a person's face when he is hanged. Head swells up. Eyes bulge out. Face turns red. Sometimes the tongue swells and sticks out. It is a gruesome sight.
