The best alliance ever was the old Four Horsemen with Arn Anderson, Tully Blanchard, Olly Aderson and Rick Flair.

The Legion of Doom would be the best tag-team ever.
As for stable, well, since we're limiting it to WWF/E only, the best would have to be either DX or the Ministry.
Outside of WWE, the nWo beats down any stable the WWF/E has/had to offer.
