1) The number is Pi, not Pie.
2) If you mean definition, pi is the quotient when you divide the circumference of a circle by its diameter. 22/7 is a rough approximation of this number (I find that 31^(1/3) is a better approximation)
3) As for any deeper meaning, I could care less.

It is used only to give a rational approximation to an irrational number. If you divide 22/7 you'll obtain a number very close to pi.
If you want to perform an approximated calculation that involves pi, just to give you an idea of the result you can use 22/7 instead of 3.141592....
A little example is if someone ask you what is the result of 7*pi, you can surprise him/her saying very fast: almost 22, and you will be right. I doubt that this happens but is just an example.

How do we get 3.14?
We simply divide 22 by 7.
So, pi = 22/7 = 3.14 = An APPROXIMATION.

What ever be the size of the circle small,or big it was found that the ration of its circmference to diameter is always a constant and is approximately 22/7. This is also designated by Pi
