So if it is used at the end of an insult it generally means that they where just teasing??

It's someone sticking their tongue out at you in a playful manner. Nothing harmful.

I personally use it to indicate sarcasm or "dont take this seriously / im only joking", seeing as emotions are often difficult to convey in brief instant messages or forum posts.
