Do you mean beech trees? I doubt it.
Or do you mean beaches? Sand, sea, rain (in UK).
I'm not sure about the bits above high water line - I guess private individuals or local councils. The area between the high water mark and the low water mark is owned by the Crown.

The National Trust owns some of the beaches in England, private landowners (including the Crown) own some and many are public beaches which will be maintained by the relevant local council.
