Based on my previous experience as a veterinary assistant, and as a humane worker, take your dog to the vet to have her checked. Also, contact law enforcement. Animal abuse is not a joke, or a childish prank. Children who abuse animals statistically grow up to be violent adults. (And next time they may outright kill your puppy.) The fact that the mother is laughing about the situation, makes me think the children may be in an abusive home. Also, be very careful that your animals are never out of your sight. People like this can be vindictive (even if you do not report the incident). One of my brother’s puppies was stomped to death by a neighbor because the man’s son wanted it. Luckily a humane society member happened to be jogging in the area and saw it happen and they were able to prosecute. By that time the man was in jail on another offense. Also, your neighbor’s dog should not be running loose on other people’s property. Most places have leash laws. You should report their dog running at large also. Keep in mind if their dog comes onto your property and one of your dogs injures it, there is a chance they can still have you charged, so it is for you, and your dogs’ own protection. Also, do not escalate the situation. Do not give her any reason to report you. Good luck.
