Obviously everyone is going to be some sort of mermaid so pick something else. Maybe go to your local fabric store and see if any interesting bolts inspire you. Since 'fantasy' is part of the theme I'd think you'd be okay with even an abstract concept and not just a literal fish or sea anemone. For instance a wave could be achieved by layering semi-transparent fabrics, glitter, etc.

Fantasy, smansy...Mermaid, Blue Blob, whatever. I still like a pirate for a costume party. Male or female, it's easy to pull together and a lot of fun to wear. Bandanna on or around your head, loose-fitting shirt/blouse, slim-cut pants (black) or jeans, black boots, and to cap it off, get a black eye patch at your local drug store. For good measure, I like a wide red sash at the waist and I carry a sheathed knife tied tightly in the sash. Makes for an ominous look. Whatever you wear, the object is having fun; so hope you do.

You can pick any of the costume that you like that were worn by people from "Gilligan Island" movie and series. It was a comedy.
Ware things from 1920 theams. They would be funny, see them in fashion books in the library look for 192x books on fashions - the calloges (time frame 1920-1930).

The mermaid thing will be done over, and over. I would wear a ball gown, draped with "seaweed", and you could be a Titanic passenger. (morbid, but funny)
