I'd say that there's no rules for this one, - but "behavior un-becoming an officer" might be invoked if he's doing it an un-professional way.

From the context of your question it appears that you're asking if an officer can display his firearm for the purpose of intimidating someone. The answer is no unless that person gave the officer cause to feel threatened. Also, reaching back for the weapon in anticipation of its possible use is not displaying.

Every department that I've ever worked for or with has similar rules governing the carriage and display of firearms.

You can't go around flashing your weapon to impress or intimidate people. You can draw it if you feel its use is imminent. You can, in a private location, clear the weapon, make it safe, and then allow a close associate or family member to examine the weapon. In some departments you can even use it to instruct someone in the use of the weapon. I have personally taught firearms classes at a local gun club to scouts using firearms provided by my agency as well as several other agencies in that area.

In short, if it causes someone to feel terror then it is probably not a justifiable display of the weapon.

lmao,it amazes me how little people know about they're civil rights. being a police officers does NOT NEGATE CIVIL RIGHTS.
you have the RIGHT TO BEAR ARMS!! at all times!!! (unless dictated otherwise by city county or state law, i.e no place that serves alcoholic beverages in an open containers, in no establishment liscensed for legal gaming(gambling) or if ever convicted of a felony or some more extreme violent crimes. ) but to anwser your question yes, for example: i can go buy a .357 magnum and (depending on the city,state,county, acquire a liscence, not all require it) load it, cock it, strap that hogleg to my thigh gunfighter style and go for a walk ina public park. and nobody can do a goddamm thing execpt ask to see my liscne for the weapon however there are things that you cannot do. you canot fr any reason purposely or maliciously intimidate another citizen, that is illegal. you may not conceal the weapon from plain view (once again depends on where you are you can acquire a liscense for concealed carry) you may not discharge it, you may not load the weapon in public view. all in all the question is a tough one, the officers department probably has rules and regulations for his duty weapon. but i doubt what you saw was his duty weapon. to awnser you question very bluntly yez he can, he was perfectly within his rights as a citizen, especialy off duty, and you my freind are endowed with the same rights he is, so long as you live in the United States of America

Yes, the officer is never off duty and must inform people they are carry a loaded weapon....

No, they are restricted as to even drawing their gun. Their gun is for law enforcement purposes, not for showing to people.
