No. The human skin does not have that much give. If a human head were twisted a full 360 degrees the skin on the neck would rip apart. That is IF the bones could be broken sufficiently to allow it. Even 180 degrees is not possible with considerable tearing of the flest of the neck, lower face and upper shoulders.

The muscles will tear
The windpipe will be twisted
The neck bones will be broken
The person will obviously die
But other than all that yeah i think it's possible.
