What you want to do is surf the web through a proxy server. When you surf the web, everytime you go to a website, TCP/IP (techincal control protocol/internet protocol) exchanges identifying info between your computer and the computer (server) you are communicating with.

By using a proxy server, you don't directly go to a website, your computer communicates with another computer known as a proxy server and then that computer communicates with the website you wanted to go to.

In the end it operates just as if you where surfing normally, but it uses the proxy servers identifying info instead of yours. To you it seems like normal though.

IP addresses are typically either static or dynamic. Proxy servers use a list of IP addresses from around the counrty and world that show you at a different location everytime.

It is like using a calling card to make a long distance phone call; you call the calling card company and let them know where you'd like to call, then they use their network to make the call and the person you are calling doesn't see your number but the calling card companies.

Yes. On some networks IP addresses are leased. When the computer connects to the network it requests an IP address from a DHCP server. The lease is valid for, typically, 24 hours at which time the computer has to renew the lease. Sometime during the renewal a new IP assigned is assigned. Also whenever a computer leaves the network and reconnects a new IP address may be assigned.

Your ISP would have to have dynamic IP addresses. Each time you log on you get a different address. Dial up ISPs are the only ones that I know of that do this.

If your ISP provides with an automatic (DHCP?) then it can change or if you connect your computer in a different place it can give you a different IP address. A static IP doesn't change.
