No, she can be a legal resident of India, but she isn't going to get citizenship right away. She will still be a Sri Lankan citizen.

She can apply for Indian citizenship. On her acquiring the Indian citizenship she has to give up her status as the citisen of Sri Lanka.

it depends on sri lanka, if they allow duel citizenship. ask the sri lankan embassy
