Do you mean in the twentieth century or ever? If you meant out of all of them and just put pre 1980 to keep jackasses from saying Clinton or Bush, then the answer is obviously Lincoln. If you mean 20th century then it's hard to say, there were a lot of bad ones or severely mixed records. FDR knew that we were going to have pop open a can of whoopass on the Jerrys and Japs and did a decent job getting us ready for that considering the climate of isolationism, but he also oversaw the creation of the nanny state and payroll deductions for income taxes. I'd say in the 20th probably Teddy Roosevelt, though he wasn't particularly tested the way some others were.

Before 1980, eh? Picking the best would be difficult. That's a bunch of presidents to choose from. I'd have to say Franklin Delano Roosevelt. He pulled the nation out of the depression and led us through World War 2. His many social programs through the 1930's created jobs and his "fireside chats" on the radio kept the people informed plus let them know he cared and was trying to fix things. He was a rock through the war years. He portrayed an image of strength and confidence that kept people from panicking in the early years of the war (while we were losing). He stood by Winston Churchill when the Brits were all that stood between us and Hitler. He had the foresight to see the war coming in the thirties and had begun revitalizing the army and navy as best he could without congressional backing.
There are other presidents who did great things over the years, but, in my opinion, FDR stands out the most.

Washington, because he helped found a fledgling country as well as putting down a cou even though he had absolutely nothing to gain by the new country. He was the Bill Gates of his time (see Mount Vernon). Also Andrew Jackson because he kick the bankers out and was the only President to get American completely out of debt. FDR was a tyrant and a socialist who help prolong the depression by not allowing a free market fix itself as it always had in the past (the great depression was not the first depression we had faced). Lincoln broke the constitution with his not allowing the South to break the union.

Theodore Roosevelt. Many presidents did great things for this nation, from Lincoln ending slavery to Franklin Roosevelt fighting the depression. Teddy fought corruption that threatened us from within. He negotiated with miners and mine owners to avert an energy disaster in 1902. He asked congress to fight against monopoly's and filed 44 suits. He forced sanitary conditions and the monitoring of foods sold to consumers. He was also the first president to consider conservation of our natural resources. It is because of him that many of our parks are still intact instead of places ruined for the gain of corporations.
He was the first president to have a black man dine in the white house, the first president to have a Jew as the Cabinet Secretary, and the first president to visit an area outside of the United States. A truly progressive man, I feel he helped to shape
the US more than any person since the Revolution.

The Egyptian assassinated president Anwar Sadat, he was truly a man of peace. He was the first to go for peace with Israel after the two countries being worst enemies for decades. He was strong enough to face his people and face all the challenges with this step to do the right thing and bring peace to this area, sadly he was assassinated by muslim extremists because of this. If this man was alive a little longer, I am sure the middle east would have gone many further steps towards peace than it did.

William Henry Harrison. He caught cold on his innauguration day and lived about a month. Just trivia.
Our best? George Washington. He managed to fight for freedom from tyranny when our country was sane enough to know what true tyranny was.
EDIT: Jimmy Carter did MUCH wrong. We will be reaping the rewards from his Presidency long after he dies.

Beat the depression and won ww2.
Put in place programs and policies that allowed for a fantastic explosion in the middle class and all that entails.
FDR did so much to make America a great place for the average person Republicans hate him to this very day.
