In Matteson, Illinois there is the Bachrachs Men Clothing store in the Mall. They have all their shirts for 9.99 and cuff links as well. Be mindful that this is a clearance store. If there is any Bachrachs in your area, they will be worth a try.

All long sleeve shirts have a little hole to put your cuff-links. All you need is to get the cuff-links. Any major department stores have them. But if you want nice dress shirts that are cheap, head for Queensway shopping centre where there is a little shop selling Viceroy brand at attractive pricing. They come in full range of sizes.
