The reason - its something that most Americans have faith in, and even interest.

Unlike targets in Washington D.C. where a lot of folks would probably (and horribly) cheer the deaths of those they 'disliked' (with absolutely no knowledge of why the like or dislike anyone...)

Best from who's perspective and with what desired endstate? I think that if Terrorists could destroy Mecca and try to show involvement from the West it might do a lot for their recruitment. i.e. the great Jihad or Holy War.

Conversely, it might also serve to forge middle eastern governments' involvement against Terrorist organizations if/when their plot was revealed.
