I don't think so. President Ford came into office with Vietnam still fresh on everyones mind. A serious mistrust for the office of the President from Nixon and Johnson. He felt it was better to put this behind us instead of dragging it out for the next 4-5 years and having to focus energies there instead of moving forward as a nation.

President Ford worked very hard to start the healing process in this country. I think some people have mistaken his pardoning as a get out of jail free card and not an effort to put things behind us, which was most likely his true motivation.

You cannot pardon someone does not have a criminal conviction and it is required that an application be filed for the motion and preceedure. There was a consensus opinion that the case be dropped if Nixon resigned and that is what happened.

I'm sure Cheney doesn't want to go to jail. Luckily his replacement will probably be a Democrat. He will not have the same luck as Nixon.
