Officially, yes they are. In fact, Amy Carter, daughter of President Jimmy Carter (1977-1981) often had friends stay over at the White House -- she even attended a public school near the White House, rather than a private school like most other presidential children.
Now whether the President himself allows his children to have sleepovers is entirely up to him.

Yes, it's up to the President, but if he agrees yet. I really doubt they are having sleepover parties at their age. But yes, the secret service would require a list of the people in advance. After background checks anyone who passed would be allowed.
After all Clinton loved to invite major campaign contributors to stay at the White House. Just ask Barbra Streisand it is a fact after a large donation she was permitted to sleep in the Lincoln bedroom.

I think when younger children are in they white house they can have sleep overs. I think the President's daughters are to old for that now.

Ye sthey liv ethere qwith the president and his wife unless they live elsewhere on their own. like i f they are in college or married ect.
Thjere are living quarters for the entire presidential family in the white house.
