Sculpture doesn't require the artist to use a certain material for it to be classified as sculpture. Sculpture can be made of fabric, paper, wood, clay, iron, brass, silver, gold, resin, enamel, plastic, components, wire, found objects, etc. Usually the art of creating something is a journey into learning about the materials and how they interact with each other. Will this glue work or should I solder the two together? Do I need to weld? Can I sew this together and what will that look like?
Be free to experiment and try not to concentrate on your desired end result. It's the process that you will come to know and learn about your materials.

I need a big rock, chisels, and a hammer. It helps to have a studio as this can get rather messy.
You need to decide what you want to do. That you're asking about sculpture means it's going to be 3 dimensional (although you certainly could make mostly 2 dimensional work sculpturally). The material is whatever you want, stone, oatmeal, dried paint, folded paper, light...
It also helps if you have a notion of what you want to do. Representational, abstract, conceptual, site specific...
The decisions of what you want to do will bring you closer to the answer of what *you* need to start making sculpture.

How about an idea to begin with. Think about what elements you will use in your sculpture, whether it be light, mass, space, motion, etc., then Find a media which you like to work in. once you have decided start drawing sketches and planning your sculpture.

Foam is the easiest and cheapest medium to start with. Styrofoam to closed cell will work. Use PVC to make a skeleton for the sculpture and use the foam as muscle and use strapping tape to adhere onto the PVC.

The best way to start sculpting is to try buying:
an armature
some soft plastilina and medium plastilina (try non-sulfur)
sculpting tools that you like (loop ones and edged tools)
a strong sculpting knife (or any strong knife)
then all you need is an object or person to sculpt (or an idea)
The people above are right, there are a million materials to sculpt with and ideas, but most people start out with plastilina or clay because it is easy to work with...I suggest trying plastilina or clay out first before you try welding, using toxic glues and chiseling marble.

First the idea of what you want to sculpt, then decide how you want it to look? Marble, Granite, Bronze, Wood or Clay?
Wood is more carving and so is everything but Clay, or paper mache'. You need a wheel to sit it upon to smooth surfaces, a bowl of water, and a putty knife. Happy New Year.
