Read the EULA, you are only allowed to install your copy of XP on a single machine.

For XP Pro
.1 Installation and use. You may install, use, access, display and run one copy of the Software on a single computer, such as a workstation, terminal or other device ("Workstation Computer"). The Software may not be used by more than two (2) processors at any one time on any single Workstation Computer.

Ah, this is easy!
Although you can use the CD Key to install Windows as many times as you want, you can only activate the key once. Without activating the key on the second PC, Windows will stop working after 30 days. Each license is for only 1 computer. Sorry chap...

One PC at one time may run most XP licenses. OEM is tied to the machine it came on. If you have Open License and I think you need SA as well you are allowed one office copy and one home copy.
No you cannot check the number of times a key has been installed.

Legally you are only allowed 1 pc per copy, unless you purchase a multi user license. That is very expensive though.
Unofficially I have found that you shouyld have no problem installing on multiple machines if you waite a month or so between the installations.
There is no website you can check to see if your cd key is usable or not.

Tell them your situation, mentioning your serial number, and they should be able to tell you.
EDIT:
Oh, I thought you had bought a license for multiple computers.
Computer licensing tends to confuse people. Just because you have the software doesn't mean that you can do whatever you want with it. You buy a license to install the software on one computer. It's a pain, but that's the way they've been doing it for a while, and it's very unlikely to change. You might be able to contact them about buying another license.

For retail versions, one PC per license. And if it's an OEM license, it's only good on the original PC it was installed on.

As it is a liccensed product it is illegal to obtain a copied version of this. You get the license when purchasing your version at you local supplier. Be very careful using unlicensed versions as will slow computer down as these are copied versions and are not as good quality

One license one computer. That is how it works. You have to activate it with Microsoft, so you should find out rather quickly if the operating system is not going to be valid.
