They had a hard time trying to figure out which characters were going to be in the first one. Either way, the comic fans would be pissed off as well as the movie fans that knew the X-Men comic books well. If they only decided to make the main characters in part 1 then why didn't Colossus have a main part? Or even Kitty Pride? Why wasn't Gambit in there? All in all, we will never know exactly why they chose to use these characters in the first one.

So that Bryan Singer could put in some good fan in-jokes. There is an x-ray of angel at Alkali Lake. Hank briefly appears when Mystique is chatting up the guard in the bar. He is being interviewed in his non-furry form on the telly in the background. When Mystique breaks into get the files from the computer, check the names around "Eric Lensherr". There are other neat little mentions here and there if you watch closely.

I don't know about Angel but the main reason for Beast not being in the first film is purely numbers - they couldn't cover it (no pun intended) in the budget.

Same reason Iceman was so much younger than Scott, Jean and Storm. They were using a direrent time line closer to the one form the cartoon series. Personally I had hoped they would me more closely tied to the original story line, but they never seem to.

More than likely the script didn't need them. With hundreds of X-Men in the comic books, there was no way to use all of them, but not seeing Gambit in any was personally disappointing, but I loved all the movies anyway.

they have to save something for later. They can't do too many characters at the begining, have to add them on slowly.

because the creators wanted to begin with the basic characters first.
