You tell him what 's in your heart, even if it's not "love" yet. The best thing is to always be honest at first, to start it all off on the right foot. Never feel pressured into saying I love you" back if you truly don't feel it for him yet. Only time can determine when those words should be said. If you like him, tell him, gently and kindly. If you love him back, then let him know.

does he know you well enough to love you?
if you have talked for hours and hours and explored all aspects of who you are and who he is, then it will be easier to figure out how to respond.
Many times when a "boy" tells you he loves you, it means he is attracted to you. this could mean they want to hold your hand and maybe even kiss.
If he doesn't know who you are and you don't know who he is take things slow. A growing boy can have raging hormones that he does not know how to control. He may let his hormones take over his brain and tell you if you love me you will....sometimes this will be as innocent as hold his hand in rare cases it will be to kill someone for him.
thank him for the sentiment but definitely take some time to get to know him before taking any other action on his pronouncement of love.

Thank him and then tell him how you feel whether it is love or you just like him.
There is no pressure coz someone loves you.
