A wallpaper is based on a file, like a picture or a drawing that you have saved to your computer. What you would need to do is find out what the wallpaper picture (file) is named and then find it by doing a search for it on your hard drive. Once you find it, you can copy and paste it to your thumb drive to use on someone else's computer. That other person will want to save it to their hard drive so that they can have the wallpaper all the time. If you point the wallpaper to the thumb drive, it will not be available if you remove the thumb drive so that's why you have to copy it to the computer before making it a wallpaper.
What you would do is find the file then save it (or copy and paste it) to the thumb drive. Then take it to the other computer, save it on that hard drive (My documents folder or my pictures folder) than Right click on the desktop go to properties and then choose the desktop tab and browse for where you put your picture on the hard drive. Check the settings for stretching, centering or tiling the picture. Then click Apply and OK.
