Turtles and tortoises have the structure to hear, but do not respond to most sounds.
They can feel vibrations, are thought to be able to hear certain frequencies*, and have a sense of smell and vision about equal to a human's (although the only colors they see are the reds.)
(*- it is hard to test to see if they are responding to the vibration received though the ear or the shell at certain frequencies.)

They can definitely hear. Mine respond to their names, but they do hear at a lower frequency than other creatures. (as in, don't call out in a high-pitched voice...they may ignore you or not even hear the sound) I also have one tortoise who responds to many other vocalizations, both from the humans and the cats.
Trust me though...they are definitely not slow, unless they want to be! Mine are very speedy!!
Good luck!

They don't have ears like our ears. They have sensitive skin that senses vibrations in the water and a sensitive nose that leads them to food.
