It depends on the reason that they don't speak. If a person has damage affecting the left half of the brain, the answer is no, they don't speak in their dreams. If the problem is from something other than brain damage, yes, they do speak in their dreams.

However, in dreams there is no limitation in language barriers except to believe in a dream there is a problem speaking the language.

Probably, since I do things in my dreams that I cannot do in real life. It's probably the same for mute people.
