How about a theme or costume party? Those are always fun - at any age & any time of year.
OR you can do what my daughter is going to do for her 17th b-day. She's going to have a ketchup-mustard war in the backyard w/her friends. :)

Find some quiet area away from the city. Hire a DJ invite all the kids in the school. Bring a bunch of food and drinks. No parents. No Supervision. Have fun and do whatever you want.

happy b-day in advanced, im from so-cal to and what i did was hang out with some friends and have fun. i would suggest throwing a pool party? or going to the mountains for skiing or snowboarding, maybe paintball? everyones different so my ideas might not be your style

have a big dance party and invite everyone! You can hire a DJ and jsut have the party in your garage or backyard if it is big enough. Thats what a lot of my friends have done. Its a lot of fun. I definetly recommend it!
