One of the best things that Clinton ever did was to sign on to it. Trade creates value, and anything that encourages it is to be encouraged.
Postscript: I see by the first two responses that the basic concept is not understood, and I must explain it further. Suppose that you are on your way home and remember that you are about out of bread. There is a store not far out of your way, so you go there, find a loaf, and pay for it. Has value been created? Of course it has. You wanted the bread more than the money -- the bread is more valuable to you. But the storekeeper wanted the money more than the bread -- the money is more valuable to him. Both of you have realized increased value because of the trade. And this applies to all trade transactions, including employment. Marx's failure to recognize this fundamental fact was the most expensive error that anyone has ever made in the entire history of the human race; the cost has run to trillions of dollars and tens of millions of lives, and is continuing to increase every day.
