I am doing a college research paper on the governments role in the tanning industry, and I can't seem to find anywhere the current laws or regulations that are put on tanning salons by the government (at a national level.....I have found information on each states rules already). I have searched the FDA website without luck, so if anyone could help me out I would greatly appreciate it.

I don't think that there are any federal laws about tanning salons. The equipment or products used at the salons might have some laws concerning them.
I couldn't find anything on the FDA website either. Most laws that I've heard about are at the state, county or local level. Laws about age and parental consent (a hot topic right now that I'm guessing is the subject of your paper) are again state or below. Health departments of states and counties are probably the best places to look for information.
