Public Image Ltd - Public Image.PIL was a band formed in 1978 by vocalist John Lydon (ex-Sex Pistols).Public Image - (1978 #9 UK charts) was the first single for the band.

I'm thinking you might mean PiL- Public Image Ltd. Good band, but technically post-punk, not punk. John Lydon's band after the Sex Pistols crashed and burned in '77. Supposedly the idea was that with the band, and the song, he was shedding his previous punk persona as Johnny Rotten with the statement that his public image was his own...
Only I don't think that song has anything about shaving, so possibly you're looking for something different.
