If pratting around in silly costumes and being really good at arson attacks is part of the criteria then I am sure that the Klu Klux Klan could be onto a winner.
As to Al Qaeda asking people to live in complex caves in the cold winters of Afghanistan and train in the desert heat in lets say Yemen or Northern Africa? No I don't think so...

Investor in people is about finding people's skills and enabling them to develop themselves to their full potential in their chosen field.
Hence on that basis Al Qaeda appears excellent
However I am sure that Investors in People would never even dream of endorsing a terrorist organisation and one that has decided to kill innocent people rather than follow political means to acheve its goals - so NO!
