Why...? Because it doesn't sell. The thing is, if you have someone like AJ Styles who is so versatile and has an adequate build, it's fine if he transitions to heavyweight. If you've got someone like Brian Kendrick (if he weren't in a tag team) competing for the heavyweight championship... doesn't that look a bit ridiculous to you? It MUST sell to the fans in order for it to go over, and cruiserweights tend to be extremely small in size (thus they're called cruiserweights!). That is what separates them from the HEAVYweight division... Rey Mysterio is an exception because of his superior charisma and enormous fanbase. If it weren't for his great agility, flash, and his marketability as this underdog, he'd be just like all the other cruiserweights. The bottom line is that the fans ultimately dictate. We're not going to buy that someone so small (no matter how great their talents) is able to win against a hulking giant. Now, if it were regular-sized person vs. another regular-sized person, then it'd be legit to watch.

As far as the women competing... sweetie, name all the actual WOMEN WRESTLERS for me. Let's see... Victoria... and... Mickie James!

...

That's it! They don't even have enough people to wrestle for their own women's title! Why the hell do you think they can wrestle for the cruiserweight belt?! I mean, not that they can't because some are extremely talented. Of course, WWE has decided to FIRE all the ones with talent in lieu of the ones with breasts the size of flotation devices... I've always said that if a plane crashed into the ocean and I was sitting next to Melina, I'd be guaranteed to live. There's just no possible way for me to drown! Seriously... if/when WWE realizes that parading a bunch of no-talent numbnuts down that ramp to the ring for a bra-and-panties match is not only degrading but also senseless, THEN, we can talk about women possibly competing for other titles (like Chyna did). By the way, notice how I didn't use the word "diva" in this. That's just such a stupid word. They're WOMEN WRESTLERS, okay? Not a bunch of Barbie dolls...

The WHT is for Heavyweights.

That's why it was kind of strange when Mysterio won it. They have their own belt they can vye for. The problem isn't that the cruiserweights stick to their division, it's that not enough effort is put into their division and not enough attention is paid to it. It's kind of like the tag team division.
