PLEASE don't confuse "The U.S." with "those schmucks in the Bush Regime!"
It may have been a small victory, but the switch from Neo-Con Republican rule in the House of Representatives to a moderate Democrat majority is a small representation of what the "REAL U.S." really feels!
As stated above, when the "friend" roll dries up, that persons other deeds which we so conveniently overlooked prior (drug trafficking, terrorism, crimes against humanity) become a big sticking point for the administration in power, so they oust them as a sign of "good faith" to the uneducated masses of U.S. voters (a vast majority unfortunately) who don't realize that we prop them up, allow them to commit heinous acts, fund them, and once they become too powerful or visible on the international scene, we try to knock them back down. 90% of people here just see the part where the person we propped up in the first place begins to act a fool, which automatically gets them labeled an "enemy of the state" to the average joe, which means the administration needs to take them down to save face.

Osama was never an official "friend" of the United States.
But your question is still valid, because it is true that many world leaders that the U.S. helped put in power eventually found themselves on the wrong side of the U.S.'s friend-enemy list.
I don't actually have an answer for your question, because only the "men in charge" know why this is so. However, makes you wonder just how intelligent a potential world leader can be if he/she is willing to accept the U.S.'s help in order to gain power knowing that help could turn to war at any time.

Those so called friends tend to get a big head by being friends with the USA. They then delude themselves into thinking that they are so smart and so unstoppable that they can then get to double cross the USA. They misread the situation, they mistakenly believe that they have successfully deceived the dumb American..............wrong!

When was the U.S. friends with bin Laden? I've never heard anything about that. It is interesting, though, that Bush spent so much time trying to get rid of one of Poppy's bestest friends in the whole wide world (Saddam).

maybe we have to actually give people weapons and training, so they can start a war with us... then we can spend billions of dollars in the military industrial complex to fight them...
good for the economy? (at least the military industrial part of the economy)

For years, our foreign policy was based on a premise that the enemy of our enemy was our friend. Obviously, this proved to be rarely true.
