You should see some hot water in about 30 minutes. It depends on what type heater it is, gas or electric. If it is gas, it depends on the BTU(British thermal unit) rating, and if it is a high recovery model. If it is an electric model, then how many elements it has, and the wattage of these elements. It depends the Kw rating of the heat elements, the temperature of the supply water, the desired temperature you want to reach, the design of the water heater, etc. You will need to read the manufacturers manual and even then you most likely will not find the answer. Just turn it on and let it do the work. STOP OBSESSING about the small stuff. Give it 30 minutes then go take a shower.

2 hours go check the power make sure the breaker is on, if it is then you need to adjust the thermostat(s) if thermostat(s) are set betweeen 110 and 130 f you should have hot water in 2 hours by the way turn the power off before you change the temp on the thermostats just to be safe. if that don't work you must have turned the power on before the unit was full and blew an element or maybe both if it were completely empty then you have to replace the element feel free to IM or email plumbingmonkey@yahoo.com
