No he didn't win in the first movie. He lost by split decision, Apollo got saved by the bell, he was going down when the last round ended.

Rocky drops the decision, but technically wins...because he went the distance and he was just a palooka from Philly that nobody expected to have a shot.

It depends on what you define as a win. Apollo Creed never had a fight where he didn't at least knock down his opponent --Until he fought Rocky... Apollo Creed won the fight on points, but Rocky certainly "won" Apollo Creed's respect.
