It could be black or white, but if looked at with a discerning eye neither fits the decription of poverty.
Black is the absence of all light but also the richest concentration of all colors if talking about pigments as black absorbs all colors.
White is the combination of all colors of visible light but is the poorest of pigments at absorbing light.
Any other color is between the two.
If I was a painter and wanted to paint a picture using one color to represent poverty I would choose gray.

poverty is being poor, not having enough for all your needs to be met. It comes in white, black, tan, and all colors in between.

it's not. it's just you being unable to pay bills on time, feed yourself and your family. if you want to depict poverty in terms of color, then you might want to use a darker color or darker shades of any color if you are creative enough.
