No leather is not formal. The outfit may be appropraite for a bar or club or a party at your friends house but not a formal dinner party.

no leather is no considered formal no matter how nice your top and blazer are if the invitation said formal a nice evening dress would be more appropriate

nope. You might get away with a long leather skirt and a silk bustier but even that would be pushing it unless you were going to Cher's New Year's Eve party. It is the style and cut of a piece of clothing that makes it formal not the price.
