What would this threat fall under?
A group of people( not a company) threaten to have an elderly person arrested for borrowing money that was never borrowed. I know myself There's nothing that can be done to the elderly lady for this But it is scareing her to no end. My question is are they breaking any laws doing this? She lives in West Virgina.
Also these people are the family of her Ex-boyfriend that she no longer wishes to talk to.LOL also the amount of the money is 30 dollars its nothing but she's affraid this will land her in jail. Are they breaking the law in anyway?

Well i know they are not worried about the money It's to get her to talk or take back the Ex. if she pays it they'll find other thing to go at her about, I figured since they involved $ it would make it a crime. or worse on them

it is too small for anyone to look at. The person who is lieing could be guilty of fraud or extortion. That woudl be tough to prove There are a number of laws which protect elderly in civil casess each state is different. Call hte police.

Yes.
They are violating Federal Law.
The Federal Fair Collections Act prohibits this type of activity.
She needs to make a police report.
And she could sue them.

No, the most they can do is take her to small claims court. That costs $30.00 to file and another $15.00 to have the papers served. So those bozos aren't going to take her to small claims.
