I dont know if you'd call it true love but it sounds like you do love him. The question about it is, do you love him enough to take action and start a relationship with him? If you really loved him as much as you say you do then let him know it, who cares about reputation, anyone who puts reputation over love means that the love isnt true and they should just move on. Talk to him about it in private when you get the chance, you may be suprised. Somebody has to take action otherwise nothing will ever happen.

You cannot damage you're reputation?!?! Dude, mature up a little.
Which is more important to you? Your reputation or this guy? And if you say reputation, I'll laugh when you find out later that he was your soul mate or something and you were too shallow to consider dating him because of some freaky 'reputation' complex.
Oh... and you don't love him... you really really like him, but you don't love him. That takes a while of being together to happen.
