The days of parades and flowers in Iraq are over. They ended when Paul Bremmer disbanded the Iraqi Army and tried to implement de-Baathification. That is when the Sunni insurgency started. If the post war government had tried to get the Sunnis involved from the start, we wouldn't be in this mess.

It depends on location. In many parts of the world (including Iraq), he wouldn't be welcomed at all. He'd be welcomed with flowers only by his supporters whose numbers are diminishing faster than we can say his entire name.
