Yes and no, you can buy a dedicated DVD duplicator that copies DVD's, but it costs more than an average computer.
I'm guessing you want to use your computer so probably not. You can get free DVD copying software such as DVD shrink or DVD decrypter, but they only work on older movies and require a DVD burner drive.
Bottom line, if you can't read a DVD on your computer then you can't write to a DVD on your computer.
There might be an exception, but unless you are a wiz at identifying if your drive has been re badged you should probably stop right now in any attempt around it. See, some drives are just re badged with functionality to be a DVD burner, but they don't have the proper firmware loaded. Save yourself the trouble of turning your drive into a paperweight and pass this option.

Yes, if your vidio card has a TV output, you can run this into a TV style DVD recorder and do it there. It is cheeper to install a DVD burner (<$60) than a vidio card and recorder unless your already have them. You can alos install an external burner.

go here ..down load and install...http://www.daemon-tools.cc/dtcc/announcements.php
now after u download it u will see it by the clock..right click it and select mount drive
u will then mount a virtual drive.....now u need to a torrent site and download
cue/bin files these movies here...VideoCD DVDscr KVCD BluX (TUS Release)
if u use iso hunt or mininova..torrent spy...u know what i mean
after u have finished downloading the movie
use damon tools to mount it in virtual drive im not sure if u can wach it or burn it if u have a cd burner i am almost positive u can burn it...or download the vlc media player and u can watch it
i will not swear this will work
but i am almost positive it will
